There seem to be parallel universes operating here.
In one, the Tories assure us that everything is wonderful, and the scheme will go ahead exactly as planned, with “unconditionality” around the end of this year. In the other universe, the Tories are proudly trumpeting the programme to invest £200k in the Princess Street Car Park.
Since this is due for demolition quite early in the Northgate Development programme, this would clearly be – even by Chester Tory standards – a ludicrous waste of public money if there were any prospect of the Northgate scheme proceeding as planned.

Recycling and waste collection
Cllr. David Mead spoke out against the Tory plans to set up a recycling and waste collection scheme that is likely to achieve a significantly lower recycling rate than that obtained by our neighbours in Vale Royal and Ellesmere Port & Neston.
The recent questionnaire about methods and frequency of collection did not make clear that weekly collection of residual waste is “modelled” to achieve no more than 38% recycling. By contrast, our neighbouring districts already achieve 45%+ recycling rates with fortnightly collection. The City Council Executive has approved the continuation of weekly residual waste collection without taking account of the extra landfill costs and the loss of income from recycled material. These cost will have to be bourne by council tax payers.
Achievement of poor recycling rates also increases the risk of an incinerator being needed to handle the increased amount of residual waste. Last year (2007/8) Chester City Council achieved a 33% recycling rate.
Lib Dem leader, Cllr. Paul Roberts, said the Council should at least consider extending the (proven) contract currently being operated by Vale Royal to cover Chester District. The alternate weekly collection of residual waste has been found to operate well, despite initial concerns. In a recent survey, a massive 83% of residents were satisfied with the system.
David Mead is also concerned that the Tory plans do not seem to take account of the specific needs of collection from terraced houses and apartments.
